To provide a parking management device, a control method of the parking management device, and a program that can enhance the getting-on and getting-off efficiency of users of vehicles.SOLUTION: A parking management device includes: a communication unit that communicates with at least a vehicle and a terminal device of a user of the vehicle; a vehicle departure management unit that determines an order at which the vehicle arrives at a boarding area where the user gets in based on the position of the user recognized based on information acquired by using the communication unit, whether there is a departure request for the vehicle from the parking lot acquired by using the communication unit, and the degree of coincidence between time when the departure request of the vehicle is acquired and departure reservation time of the vehicle acquired in advance by using the communication unit; and a vehicle control unit that transmits information used when the vehicle which is a departure object autonomously drives from the parking lot to the boarding area based on the order determined by the vehicle departure management unit to the vehicle which is the departure object by using the communication unit.SELECTED DRAWING: Figure 4
