To provide a water stop and a shutter with water stop having a novel configuration which is improved by eliminating inconveniences capable of improving the sealing performance by a sealing member.SOLUTION: Disclosed water stop is installed on an installation surface, for example, facing upward and extending in the width direction of the building opening so as to separate the outdoor side and the indoor side at least on the bottom. The water stop includes: a hollow panel that has a front wall that has a front plane extending vertically and in a width direction at the indoor side and a first inner plane facing the inner room behind the front plane, in which an interior room capable of accommodating water from the outdoor side is formed inside, and a bottom surface extending in the width direction facing the installation surface; and a seal member arranged on the bottom face, which extends in the width direction while at least partially separating from the first inner plane to the outdoor side, and seals between the bottom surface and the installation surface.SELECTED DRAWING: Figure 4
