To provide a floor material including an impact absorption action and re-workability, a construction method of the floor material, and a floor structure.SOLUTION: A floor material 1 includes a cushioning material layer 103, and an adhesive layer 13 laminated on a rear surface side of the cushioning material layer 103. The adhesive layer 13 includes a plurality of concave shapes 13a on both surfaces. The concave shapes 13a are formed evenly on both surfaces of the adhesive layer 13. When an average value of diameters of openings of the concave shapes 13a opening on the surface of the cushioning material layer 103 side is defined as Dave1, and an average value of diameters of openings of the concave shapes 13a opening on the opposite side from the cushioning material layer 103 is defined as Dave2, the relation of |Dave1-Dave2|/Dave2≤0.5 is satisfied.SELECTED DRAWING: Figure 1
