To suitably control cracking of a cement composition.SOLUTION: There is provided a cement composition production method of producing a cement composition by blending a shrinkage inhibitor, a one-liquid type high-performance water reducing agent, and a steel fiber without adding a swelling agent, which method is characterized by comprising a preparation step of preparing a calculation formula of calculating a self shrinkage strain ratio, namely a ratio of the self shrinkage strain of the cement composition relative to the self shrinkage strain of a base cement composition with the high performance water reducing agent blended therein, according to the blended amount of the steel fiber and the fiber strength of the steel fiber, and a production step of producing the cement composition subsequent to determining the blended amount of the steel fiber and the fiber strength thereof according to the calculation formula.SELECTED DRAWING: Figure 1
