To provide a snow-melting device and a snow-melting method with which snow accumulated on the snow melting device is efficiently melted, and melted water does not pool on the snow melting device.SOLUTION: A snow-melting device includes a base 100 with space surrounded by side parts 110-140, an upper part 150 on the base 100, multiple blocks placed with gaps on the upper part 150, and a heater that can blow warm air into the space surrounded by the side parts 110-140. The upper part 150 can support the multiple blocks and has gaps 161-165 through which warm air goes, and warm air can be blown out from the gaps between the blocks.SELECTED DRAWING: Figure 1
