To provide a washing water production method, a washing water spraying system and washing water, that exhibit an excellent function of ozone water and micro-bubble water and can reduce a labor and a cost of cleaning a facility in a toilet, even when sprayed on the facility in the toilet.SOLUTION: A washing water production method of the present invention, which produces washing water Wm that is sprayed on a facility T in a toilet and used for cleaning the same, includes: a first step of bubbling soft water Ws to obtain soft water Wp containing fine bubbles; and a second step of obtaining wash water Wm in which ozone bubbles and fine bubbles having a concentration of 1 ppm or more are mixed in soft water by electrolyzing the soft water.SELECTED DRAWING: Figure 1
