To provide a vehicle management system capable of parking efficiently, a vehicle management method, and a program.SOLUTION: A vehicle management system according to an embodiment includes: a vehicle management unit that manages carrying-in of a vehicle into a parking space and delivery of the vehicle from the parking space; and a vehicle transport unit capable of transporting the vehicle in the front-rear and width directions of the vehicle. The vehicle management unit includes a control unit that is configured so as to, when receiving a carrying-in request of the vehicle which is located in a block capable of requesting carrying-in to the parking space, control the vehicle transport unit to transport the vehicle to the parking space.SELECTED DRAWING: Figure 8
