To provide a vehicle management system capable of efficiently transporting a vehicle in a multistory parking space, a vehicle management method, and a program.SOLUTION: A vehicle management system according to an embodiment is a vehicle management system that manages vehicles parked in a multistory parking space with an elevating system. The vehicle management system includes: a transport unit that may transport a vehicle in a self-propelled manner; and a control unit configured to control the transport unit to self-propel on the floor of the multistory parking space to transport the vehicle. The control unit is configured to, when moving the vehicle from a first floor to a second floor of the multistory parking space, control the transport unit to transport the vehicle to the elevating system and control the elevating system with the vehicle carried in to move from the first floor to the second floor.SELECTED DRAWING: Figure 1
