To provide a foundation structure and a method of constructing a foundation capable of responding to an unpaved site.SOLUTION: A foundation structure (1) comprises: a bottom board (10) installed on the site; a steel member (20) that is disposed horizontally on the bottom board via height adjustment members (42) and has a lower face (21a) disposed above the top face of the bottom board; and a spacer member (30) that has an inclined plane (31a) crossing the outside end part of the lower face (21a) of the steel member and is at least partly inserted in a gap between the bottom board and the steel member.SELECTED DRAWING: Figure 1
