To provide an operation planning system, an operation planning method and an operation planning program of a mechanical parking device capable of operating depending on the use situation, and the mechanical parking device.SOLUTION: The operation planning system applied to a mechanical parking device allowing the entry and the exit of a vehicle comprises an estimation unit 31 for outputting an estimation value relative to at least one indication of an average entry waiting time, an average exit waiting time, a usage count of a plurality of predefined apparatuses in the mechanical parking device and a vehicle staying rate in a storage area in a predefined time period in the future corresponding to each of a plurality of operation modes relating to a carriage of the vehicle based on actual data of the vehicle having entered and left in the predefined time period in the past, and a determination unit 32 for determining the operation mode in the predefined time period based on the estimation value of the indication relative to each operation mode.SELECTED DRAWING: Figure 5
