To extend a life of total pavement with a low cost by determining the damage level of a road from an image obtained by photographing the road.SOLUTION: A road damage determination device 100 includes a dividing unit 151 for dividing a road image obtained by photographing the road into a plurality of partial images, and a determination unit 153 for determining the damage level of each of the partial images by using a learned model. The damage level is set on the basis of the number of node points indicating cross points of cracks, and the learned model is learned by using teacher data containing a damage level and images having the number of the node points in a range set to the damage level.SELECTED DRAWING: Figure 1
