To provide a water closet and a toilet bowl device, that have a space inside a bowl part and a space on a downstream side of a drain port that are difficult to communicate with each other.SOLUTION: The water closet 1 comprises the bowl part 2. The bowl part 2 has a bowl surface 20 that receives filth and washing water, and opens upward. The bowl part 2 has a water discharge port 220 at a bottom part 21 that faces a discharge direction for discharging the washing water from the bowl part 2. The bowl part 2 has the water discharge port that discharges the washing water so that the washing water swirls around the water discharge port 220 on the bowl surface 20 in a plan view. The bowl part 2 has a collision surface 6 with which the washing water collides with a direction opposite to the discharge direction at a periphery part of the water discharge port 220 on the bowl surface 20 on the side where the washing water is located when the washing water swirling around the water discharge port 220 faces a drain direction, of the bowl surfaces 20 on left and right sides of the water discharge port 220 when the washing water faces the discharge direction. A concave step part 7 recessed downward is formed on a front part of the collision surface 6 of the bowl surface 20.SELECTED DRAWING: Figure 1
