To provide a vehicle control device, vehicle control method, control program, and vehicle control system capable of measuring a distance between the vehicle and a portable terminal while suppressing power consumption.SOLUTION: A vehicle control device 110 includes a vehicle communication control unit 111 for communicating with a portable terminal 10, a distance measuring unit 112 for measuring a vehicle terminal distance, a distance measurement control unit 113 for executing a distance measurement repeat process which allows the distance measuring unit 112 to repeat the measurement of the vehicle terminal distance when communication between the portable terminal 10 and the vehicle communication control unit 111 is established, and a distance measurement continuation determination unit 114 which, when a prescribed condition based on the vehicle terminal distance is met while the distance measurement repeat process is executed, determines whether to terminate the distance measurement repeat process or to expand the measurement interval of the vehicle terminal distance in the distance measurement repeat process.SELECTED DRAWING: Figure 2
