To provide a vehicle control device, vehicle control method, control program, and vehicle control system capable of measuring a distance between the vehicle and a portable terminal while suppressing power consumption.SOLUTION: A vehicle control device 110 includes a vehicle communication control unit 111 for communicating with a portable terminal 10 positioned in a vehicle outside communication area, a distance measuring unit 112 for measuring a vehicle terminal distance being a distance between the vehicle 100 and the portable terminal 10, and a distance measurement control unit 119 which, while the communication between the vehicle communication control unit 111 and the portable terminal 10 is established, measures the vehicle terminal distance by switching, according to a prescribed condition, a first distance measurement mode in which the distance measuring unit 112 repeatedly measures the vehicle terminal distance not depending on reception of measurement instruction information transmitted from the portable terminal 10, and a second distance measurement mode in which the distance measuring unit 112 measures the vehicle terminal distance according to the reception of the measurement instruction information.SELECTED DRAWING: Figure 3
