To provide an underwater ground pull-up test device and underwater ground pull-up test method capable of accurately performing a pull-up test for an underwater ground of a wide range from a soft ground to a hard ground.SOLUTION: An underwater ground pull-up test device 1 is a test device for performing an underwater ground pull-up test, and comprises a cylinder part 10 for forming a penetration path, a rod part 20 configured to be insertable into the cylinder part 10, and a probe part 30 attached to the tip of the rod part 20. The probe part 30 has a wing mechanism 31 having a resistance wing 31a that can be opened to a lateral side, and a measuring instrument 32 that measures a load applied to the resistance wing 31a that has been opened in the underwater ground.SELECTED DRAWING: Figure 1
