To provide a power generating system and its power generating method which can effectively generate and consume electricity.SOLUTION: A power generation system 1 includes a dock 2, a power generation part 4 that is provided in a water injection channel 3 that injects seawater into a water tank and generates electricity based on the difference in water levels between the sea surface and the water surface of the dock 2, a drainage pump 6 that is installed in a drainage channel 5 that drains seawater from the water tank and drains the seawater from the dock 2 to the sea, and a control device 7 that controls water injection (power generation) and drainage (power consumption) based on power supply and demand status.SELECTED DRAWING: Figure 1
