To provide a drain device capable of easily draining liquid in a standing steel pipe having a bottom cover with a simple device, and to provide a liquid drain method using the drain device.SOLUTION: A drain device comprises: a submerged pump installed in a standing steel pipe having a bottom cover and sucking remaining liquid; and a lifting pipe whose lower end portion is provided with a pump connection portion connected with a discharge port of the submerged pump and whose upper end portion is provided with an upper side drain port draining liquid flowing from the pump connection portion. The lifting pipe is provided with a check valve preventing liquid flowing from the pump connection portion from flowing back.SELECTED DRAWING: Figure 3
