To provide a coating liquid capable of forming a film that has a hydrophilic property and does not easily deteriorate the resin component of the base material even when exposed to ultraviolet light for a long time, and has high transparency, and to provide a hydrophilic member that has the film formed by using the coating liquid.SOLUTION: Provided is a coating liquid that contains a zinc oxide particle 4, a silicon dioxide particle 5, a binder material 3, and a solvent. The coating liquid in which the binder material contains a hydrolyzable organosilicon compound, the solvent contains alcohol, and the alcohol content among the solvent is more than 80 mass% and 100 mass% or less.SELECTED DRAWING: Figure 1
