To provide a hydrophilic treatment coating composition which provides a stain adhesion preventing property and has excellent durability of stain adhesion preventing performance.SOLUTION: Provided is a hydrophilic treatment coating composition for an inorganic substrate which is surface-treated with a silane coupling agent (S). The hydrophilic treatment coating composition comprises a hydrophilic compound (A) and a hydrophilic compound (B), where the hydrophilic compound (A) is a compound having at least one of a sulfonic group and an alkali metal salt of a sulfonic group, and the hydrophilic compound (B) is a compound having a quaternary ammonium cationic group.SELECTED DRAWING: None
