To provide a foundation improvement material capable of efficiently using carbon dioxide and suppressing elution of heavy metal from a foundation, and a production method thereof.SOLUTION: There is provided a foundation improvement material formed of slurry including a cement based material and carbon dioxide gas containing water. There is also provided a production method for the foundation improvement material, comprising: a carbon dioxide gas containing water preparation step for spraying the carbon dioxide gas to the water, to prepare the carbon dioxide gas containing water; and a slurry preparing step for mixing the cement based material and the carbon dioxide gas containing water to prepare the foundation improvement material which is in a form of the slurry.SELECTED DRAWING: None
