To provide a method of producing a cement mixture capable of being reused as a part of a cement raw material after being used as a carbon dioxide adsorbent without disposing of ready-mixed concrete sludge or a waste concrete fine powder, and a method of producing cement that is mixed with the cement mixture.SOLUTION: The method of producing a cement mixture includes: a slurring step of slurring the ready-mixed concrete sludge or the waste concrete fine powder by mixing with water after heating treatment; and a carbonation step of carbonating the slurry by passing a carbon dioxide gas through it.SELECTED DRAWING: Figure 1
