To provide a sound insulation sheet and a sound insulation structure, which are light, thin and excellent in sound insulation performance of a low frequency band.SOLUTION: A sound insulation sheet 1 includes a concave and convex structure 3 on at least one face of a sheet-like base material 2. The concave and convex structure 3 is formed by providing concave and convex unit shapes 4 formed of convexes 5 protruding in a column shape from a base material surface and concaves 6 around the convexes in array. The convex 5 in each concave and convex unit shape 4 is arranged in a shape so that a root part 51-side is made thinner and a tip part 52-side to be thicker than the root part.SELECTED DRAWING: Figure 1
