To discharge air in a heat-exchanger more appropriately.SOLUTION: A cleaning toilet seat device comprises: an on-off valve that changes over opening/closing of a water supply passage for supplying cleaning water to a cleaning nozzle; a heat-exchanger having a heater that instantly heats the cleaning water flowing through the water supply passage; an introduction passage that introduces the cleaning water that has flowed through the water supply passage; a changeover valve formed with plural lead-out passages capable of leading out the cleaning water to plural output destinations while adjusting a flow rate, and changing over circulation states between the introduction passage and the plural lead-out passages; and a control unit that executes air-venting processing that controls the changeover valve so as to, before cleaning private parts, perform first processing of leading out the cleaning water introduced from the introduction passage to any one of the lead-out passages in a state in which the on-off valve is open while drive of the heater is stopped, and then, perform second processing of leading out a larger amount of the cleaning water than the first processing.SELECTED DRAWING: Figure 9
