At least one of the plurality of resin containers 10 is a specific resin container 11 having a bypass part 12 that forms a water flow channel F when water enters the housing unit 1, and a storage part 13 that is partitioned independently of the bypass part 12 and houses communication equipment 31 that transmits or receives electromagnetic waves.
