To provide an installation device and an installation method allowing striking force by a striking device to be efficiently transmitted to a pipe body and allowing members for connecting the striking device and the pipe body to be prevented from being damage by impact.SOLUTION: An installation device 1 is to install a pipe body 100 having a part 102 to be impacted to the ground G. The installation device 1 comprises: a striking device 10 applying impact force on the part 102 to be impacted from an inner part of the pipe body 100; an expandable bag body 20 placed between the striking device 10 and an inner wall of the pipe body 100; and a fluid supply device 30 (30B) supplying fluid to the bag body 20.SELECTED DRAWING: Figure 1
