To provide a power generation system and a power generation method that can convert the kinetic energy at the time of discharging sediment accumulated in a dam reservoir into electric energy and effectively utilize the energy at the time of sand discharge.SOLUTION: A system 20 for generating electricity using sediment S deposited on a water bottom of a dam reservoir comprises: a sand removal path 21 for discharging the sediment S deposited on the water bottom to the downstream side of an embankment body 7 as a sand discharge flow S1; and a power generation device 22 provided in the sand removal path 21 and converting the kinetic energy of the sand removal flow S1 into electrical energy.SELECTED DRAWING: Figure 3
