To provide a composite elastic material excellent in workability, and excellent in characteristics (Impact absorption and vertical displacement resistance), and to provide an elastic composition for obtaining the composite elastic material.SOLUTION: In a composite elastic material 1 including an elastic layer 2 containing an elastic resin 5 and a foaming tip 6, and a durability layer 3 arranged on the elastic layer 2 and having higher hardness than the elastic layer 2, the elastic resin 5 is a hardened product of an elastic composition in which Ti value is 1.4 or more and 2.4 or less. T1 value=viscosity η1 measured in condition 1/viscosity η2 measured in condition 2. Condition 1: temperature 25°C and shear velocity 6 rpm.
