To provide a road surface cutting method and a road surface cutting device allowing further quicker and easier exchange construction of the lid and the receiving frame of a manhole.SOLUTION: A road surface cutting method has a preparation step of preparing a circular first blade 14 and a circular second blade 16 having a diameter larger than the diameter of the first blade 14, and a cutting step of cutting the road surface by revolving the rotating first blade 14 at a first distance from the center of a manhole 100, and cutting the road surface by revolving the rotating second blade 16 at a second distance larger than the first distance from the center.SELECTED DRAWING: Figure 2
