To provide a form unit that forms a concrete placing form and does not need to be removed, and a method for constructing a concrete structure using the form unit.SOLUTION: A form unit of the present invention is for forming a concrete placing form, and has at least one buried panel and at least one fixture. The buried panel is a 3-10 mm thick fiber reinforced cement plate having a mortar hardened layer with a ripple-shaped pattern on a surface set toward the inside of a concrete filling section. The fixture has an end face for abutting on the buried panel, is screwed to the buried panel at the end face, and is connectable to a connection member of an assembling part side.SELECTED DRAWING: Figure 1
