To provide a fixture and a window device achieving prevention of a case such that appearance quality is impaired, and allowing water tightness to be kept through securing enough drainage even in a state outdoor pressure is high.SOLUTION: A fixture comprises a newly installed lower frame 12 that includes a newly installed lower frame base part 12e provided with a hollow part 12j as well as a newly installed attachment plate part 12f extending downward from a lower surface of the newly installed lower frame base part 12e, where the newly installed attachment plate part 12f is stacked on an aspect surface 42f1 of an existing lower frame 42. A drain valve 80 in communication with the hollow part 12j is arranged in a state it projects downward at a part that is placed further outside than the newly installed attachment plate part 12f on the lower surface of the newly installed lower frame base part 12e in the newly installed lower frame 12.SELECTED DRAWING: Figure 7
