To provide a sound insulation barrier having a sound absorbing panel at an upper end, in which a sound absorbing material such as polyester wool is not arranged in an internal space.SOLUTION: A sound insulation barrier 100 includes: a body wall 1 erected so as to partition a sound source side and a sound receiving side; and a sound absorbing panel 2 installed at an upper end of the body wall 1. The sound absorbing panel 2 includes: a first perforated plate 3 on the sound source side provided with a large number of through holes 3a; a second perforated plate 4 on the sound receiving side provided with a large number of through holes 4a; and an upper frame 5 connecting an upper end of the first perforated plate 3 and an upper end of the second perforated plate 4. A space between the perforated plates 3, 4 facing each other in a direction connecting the sound source side and the sound receiving side is hollow.SELECTED DRAWING: Figure 1A
