In an evaluation process #300, the degree of soundness of the PC sleeper is evaluated based on a scaling area of the PC sleeper. In the evaluation process #300, the degree of soundness of the PC sleeper is evaluated based on the ratio of the scaling area of an evaluation target area of the PC sleeper to the area of the evaluation target area. In the evaluation process #300, the degree of soundness of the PC sleeper is evaluated based on the ratio of the scaling area of an evaluation target site of the PC sleeper to the area of the evaluation target area.
