To provide a flood simulation device which can perform simulation conforming more to actual flood risk.SOLUTION: A flood simulation device 10 includes: an observation data acquisition part (step S1) for acquiring observation data of a river level at a plurality of observation points; an interpolation processing part (step 2) of performing interpolation using the plurality of observation data of the river level acquired by the observation data acquisition part, and acquiring the river level between the observation points as the observation data of the river level; a virtual water level setting part (step S3) of setting the same position as the river level specified by the observation data of the river level as a virtual water level, and setting the virtual water level as a flood plain; a water level difference calculation part (step S4) of calculating a difference between the virtual water level set by the virtual water level setting part and a ground height of the flood plain, as a water level difference; and a display processing part (step S5) of displaying the water level difference calculated by the water level difference calculation part as a flood potential so as to correspond to the flood plain.SELECTED DRAWING: Figure 2
