To provide a flood simulation device and a flood simulation method capable of easily incorporating a drainage district and a drainage pump station as models in flood simulation.SOLUTION: A flood simulation device according to the present invention comprises: a condition setting section that sets a drainage district including a plurality of adjacent zones on a surface, sets a plurality of drainage pump stations for the set drainage district, and sets a distribution rule for distributing a drainage volume to each of the set plurality of drainage pump stations; and a simulation section that calculates the drainage volume of the set drainage district for each drainage pump station.SELECTED DRAWING: Figure 9
