To provide a method for constructing an industrial waste stable final disposal site capable of suppressing a load applied to natural environment and living environment of an area when a landfill disposal site of industrial waste is constructed, and a method for filling the waste.SOLUTION: In order to avoid large-scale development, by continuously executing excavation, landfill, and lining of a small-scale landfill cell, proper disposal of industrial wastes is achieved while suppressing load on environment.SELECTED DRAWING: Figure 1
