To provide a technique for accurately and easily detecting an overload state.SOLUTION: An electrically-driven unit 80 outputs rotating power to a winding shaft which can wind a shutter curtain. A current control part 422 controls a value for a current to rotate the electrically-driven unit 80. A first detection part 416 detects the rotating speed per unit time of the electrically-driven unit 80. A third detection part 428 detects a load variation of the shutter curtain on the basis of a change of the rotating speed detected by the first detection part 416 when the value for the current is limited to a fixed value or lower by the current control part 422.SELECTED DRAWING: Figure 3
