To provide a decorative sheet which achieves both high incombustible performance and high designability and is lightweight, a building interior material, and a decorative sheet manufacturing method.SOLUTION: A decorative sheet has a coloring sheet and a substrate, in which the coloring sheet has a pattern layer on one surface of a transparent soft vinyl chloride-based resin sheet, the substrate has a layer composed of a glass fiber, the pattern layer of the coloring sheet and the layer composed of the glass fiber of the substrate are bonded to each other through a coloring adhesive layer, and a coloring soft vinyl chloride-based resin sheet is provided on a surface side opposite to the surface side to which the pattern layer is bonded in the layer composed of the glass fiber.SELECTED DRAWING: Figure 1
