To provide a sampling device and a sampling method capable of reliably collecting a sample of a desired depth of improved ground.SOLUTION: A sampling device 10 comprises a main body 12 having a cylindrical shape with both ends 12a and 12b open, two opening/closing means 16 and 18 that open/close one end 12a side and the other end 12b side of the main body 12 by control from a power supply system 30, and attaching means 24 for attaching the main body 12 to a portion of the ground improvement device to be penetrated into the ground in parallel with the penetration direction. As a result, when the opening/closing means 16 and 18 are penetrated into the ground in an open state and the opening/closing means 16 and 18 are closed when the main body 12 is at a desired depth, a sample of improved soil having a desired depth can be reliably contained in the inner 12c of the main body 12.SELECTED DRAWING: Figure 1
