To provide a decorative sheet and a decorative material capable of extremely improving suppression of bleed-out and maintenance of long-term weather resistance.SOLUTION: There are provided: a decorative sheet 100 including at least a substrate layer 50 and a surface protective layer 10; and a decorative material. The surface protective layer contains a resin component and ultraviolet absorbers, the content of the ultraviolet absorbers is 10 pts.mass or less based on 100 pts.mass of the resin component, and the resin component contains cyclohexyl (meth)acrylate. The surface protective layer satisfies the following [1] or [2]: [1] it contains a hydroxyphenyltriazine compound (I) and a hydroxyphenyltriazine compound (II) as the ultraviolet absorbers; and [2] it contains the hydroxyphenyltriazine compound (I) and a hydroxyphenyltriazine compound (III) as the ultraviolet absorbers.SELECTED DRAWING: Figure 1
