To provide a formwork holding tool and a concrete formwork which reduce a storage space of materials constituting a foundation formwork.SOLUTION: A formwork holding tool includes: a square cylindrical main body 11 extending in a gravity direction; a pair of first reinforcement material clamping portions 12a, 12b respectively protruding from a first side face of the main body 11 and extending in a central axial line direction of the main body 11; a pair of second reinforcement material clamping portions 13a, 13b respectively positioned on the back side of the first side face, protruding from a second side face of the main body 11 and extending in the central axial line direction of the main body 11; a support portion 14 protruding from a third side face of the main body 11 and extending in the central axial line direction of the main body 11; and a panel clamping portion 15 supported by the support portion 14, facing the third side face, and extending in the central axial line direction of the main body.SELECTED DRAWING: Figure 1
