To reduce the time required for user authentication.SOLUTION: A vehicle control apparatus includes acquisition means, authentication means, and modification means. The acquisition means acquires an image of a passenger on a vehicle. The authentication means executes authentication processing for removing restrictions on a function of the vehicle on the basis of a degree of matching between the passenger image acquired by the acquisition means and a registered image registered for authentication. The modification means performs modification so as to ease conditions for a degree of matching on a registered image of a user successfully authenticated in the authentication processing.SELECTED DRAWING: Figure 6
