To provide a management device, a temporal program, and a management system allowing management for reaching a bearing layer.SOLUTION: A management device 3 includes a data acquisition part 311, a calculation part 312, and a determination part 313. The data acquisition part 311 acquires a deviated amount from an excavation core of an excavation device and an excavation depth measured upon ground excavation. The calculation part 312 calculates a deviated index value of the excavation device per every unit depth using the deviated amount.
