To provide a management device, a management system, and a management program allowing management work to be efficiently performed while ensuring the security of a building.SOLUTION: A management device 90 managing an open/close device 10 disposed in an opening 3 of a building and communicatively connected directly or indirectly to a terminal device 80 held by an operator M performing management work regarding the open/close device 10, is provided with: a comparison section comparing authentication information acquired with an acquisition section to comparison information acquired through a specific method; and a switching control section switching a control mode of the terminal device 80 to a work mode or a non-work mode based on at least a comparison result of the comparison section.SELECTED DRAWING: Figure 1
