To provide a filling detection device allowing a cost-saving and simple structure, capable of verifying filling situation of filling material at real time and without affecting detection accuracy even when a mold form is washed by water before installation, and a filling detection method.SOLUTION: In a filling detection device, tip ends of a pair of wiring lines in which a core wire is covered by covering material are arranged so as to have a step, and an output source applying voltage is connected to one of the wiring lines and the other end of the pair of wiring lines is connected to a data logger.SELECTED DRAWING: Figure 1
