To provide a steel earth retaining panel capable of reducing work burden of a series of coupling work for matching positions of coupling holes formed in joint plates of steel earth retaining panels adjacent left and right of each other and inserting a coupling member to the coupling holes, and an earth retaining structure using the steel earth retaining panel.SOLUTION: A steel earth retaining panel includes: a skin plate facing a wall surface of a drilling hole; main girders provided in an upper end and a lower end of the skin plate to form an upper surface and a lower surface; and joint plates provided in both right and left ends of the skin plate to form right and left side surfaces. A first scraping hole to which a tool is inserted for scraping is formed in one or both of the right and left joint plates.SELECTED DRAWING: Figure 8
