To provide an earth retaining panel capable of eliminating a bolt joining work between reinforcing members with each other at a construction site, an earth retaining structure using an earth retaining panel, and a manufacturing method of an earth retaining panel.SOLUTION: An earth retaining panel comprises: a corrugated steel plate formed so that crests and valleys of corrugation extend along a longitudinal direction; a pair of vertical flanges provided at both longitudinal ends of the corrugated steel plate; and a reinforcing member extending along the longitudinal direction of the corrugated steel plate and provided at least one of both transverse ends of the corrugated steel plate.
