To provide a horizontal deformation restraining device capable of allowing shrinkage deformation of laminated rubber while restraining horizontal deformation of the laminated rubber in construction.SOLUTION: The horizontal deformation restraining device is attached to a seismic isolation device 2 having a lower flange 21 (second flange) fixed to a lower structure 12, an upper flange 22 (first flange) fixed to an upper structure 13, and a laminated rubber 23 provided between the lower flange 21 and the upper flange 22, and includes a lower flange fixing part 3 (second flange fixing part) fixed to the lower flange 21, and an upper flange fixing part 4 (first flange fixing part) connected to the lower flange fixing part 3 and fixed to the upper flange 22. The upper flange fixing part 4 is restrained in horizontal displacement relative to the upper flange 22 and is allowed in vertical displacement relative to the upper flange 22, while the lower flange fixing part 3 is restrained in horizontal and vertical displacement relative to the lower flange 21.SELECTED DRAWING: Figure 3
