To provide a technique that can suppress hunting (vibration) of electromagnetic relief valves in a hydraulic circuit of work machines such as shovels.SOLUTION: A shovel 100 according to an embodiment of the present disclosure includes: a hydraulic oil tank T for storing hydraulic oil; a main pump 14 for sucking hydraulic oil from the hydraulic oil tank T; a hydraulic actuator driven by hydraulic oil discharged from the main pump 14; a return oil passage 70 for returning hydraulic oil discharged from the hydraulic actuator to the hydraulic oil tank T; electromagnetic relief valves 82, 92 capable of discharging, to the hydraulic oil tank T, hydraulic oil at predetermined locations in an oil passage from the main pump 14 to the hydraulic oil tank T; and return oil passages 80, 90 different from the return oil passage 70, connecting the electromagnetic relief valves 82, 92 and the hydraulic oil tank T.SELECTED DRAWING: Figure 5
