To provide a decorative sheet and a decorative plate using the decorative which can reduce the number of manufacturing processes, and have high hardness and excellent scratch resistance while being thin.SOLUTION: There is provided a decorative sheet 10, where a printing pattern layer 50 on which a pattern is printed, and a coloring layer 40 are formed in this order on a back face side of a transparent raw fabric layer 20 that is a single-layer film, a surface protective layer 60 is formed on a surface side of the transparent raw fabric layer 20, and a laminate layer composed of other films is not provided on both the surface side and the back face side of the transparent raw fabric layer 20, wherein the transparent raw fabric layer 20 contains at least any one of a nucleating agent and an inorganic filler, and a transparent olefinic thermoplastic resin, and the surface protective layer 60 contains an ionizing radiation curable resin.SELECTED DRAWING: Figure 1
