To provide a system etc. which can support a construction by a work machine for a region where an embedded object is present underground and a region surrounding the same.SOLUTION: Construction support information is formed in overall consideration of a relative arrangement mode or a mixed displacement mode of a first construction object region (a region corresponding to first reference closed surfaces S11, S12) where it is necessary to avoid interference between a work machine 40 and embedded objects E1, E2 in a construction object region and a second construction object region (a region corresponding to second reference closed surfaces E21, E22) where a construction with a ground surface as a reference is required while there is no possibility of interference between the work machine 40 and the embedded objects. Thus, the construction support information is utilized in a construction by the work machine 40, and a proper construction by the work machine 40 becomes possible in consideration of the relative arrangement mode or the mixed displacement mode of the first construction object region and the second construction object region in the construction object region.SELECTED DRAWING: Figure 7
